One way that seems to work is for everyone to bring cookies in batches of, say, a half dozen, and take home the same number that they brought. So, if I brought two dozen cookies in four packages, I would come home with a total of two dozen cookies from 4 different people.
I can do whatever - but I seemed to think that the general idea changed from a cookie swap to a "help the youth group by baking cookies to donate to them that day." Are we suggesting to do both? e.g. bring 3 dozen - 1 dozen for the kids and 2 dozen to split among us?
